| The Northwest Ohio Area Computer Services
Cooperative (hereinafter called "NOACSC")
provides access to the INTERNET to its school district
members (hereinafter called "DISTRICT") for
educational and administrative purposes under law and
regulations of the State of Ohio.
In this document the INTERNET will be used to mean
all interconnected systems, world-wide, accessible
through equipment belonging to the Northwest Ohio Area
Computer Services Cooperative.
1. APPROPRIATE USES OF THE INTERNET
The intent of this section is to make clear
certain uses which are consistent with the purposes of
the NOACSC, not to exhaustively enumerate all such
possible uses.
- Transmission and sharing of information between
academic and research organizations
- Engagement of active research
- Use for professional development in a field of
knowledge.
- Development of resources for an communicating
with DISTRICT community members
- Facilitating and disseminating knowledge,
encouraging collaborative projects and resource
sharing
2. INAPPROPRIATE USES OF THE INTERNET
The intent of this section is to make clear
certain using which are not consistent with the
purposes of the NOACSC, not to exhaustively enumerate
all such possible uses.
- Any transmission or communication that violates
copyright laws or any other existing law is not
allowed.
- It is not acceptable to transmit threatening,
obscene, harassing, or defamatory information in
any form.
- Lewd, vulgar, profane, or sexually explicit language
is not permitted.
- Making unauthorized entry to other
computational, information, or communications
devices or resources is not allowed.
- Accessing other machines without the permission
of the owner is prohibited.
- Intentionally altering or damaging information
on interconnected computer systems is prohibited.
- Creating, copying, or transmitting computer
viruses in any form is prohibited.
- Actions that cause interference to the network
or cause interference with the network services,
telecommunications equipment, and the work of
others on the INTERNET is not acceptable.
This includes excessive use of bandwidth.
- No commercial activities are to be conducted
unless they are in support of research, development
and education.
- Engaging in unsolicited advertising is not
acceptable.
- Extensive use for private or personal business
is not permitted.
- Using the INTERNET for "chain letters"
or recreational games is not acceptable.
- The Internet is filtered.
3. VIOLATION OF ACCEPTABLE USE
When the NOACSC observes or learns of possible inappropriate
use, the NOACSC will notify the DISTRICT, which will
take immediate remedial action and inform NOACSC of
its action. If the situation merits immediate
disconnection, the NOACSC will do so. While the
NOACSC will attempt to notify the DISTRICT prior to
disconnect, they reserve the right to disconnect
without notification. Clear violations which are
not promptly remedied after notification may result in
disciplinary action by the NOACSC, including but not limited
to termination of INTERNET services, forfeiture of all
fees paid, and imposition of additional fees.
NOACSC will cooperate fully with law enforcement in the event
that illegal activity is detected.
The NOACSC Governing Board will resolve any questions
about this policy of its interpretation and any
alleged violations on a case-by-case basis.
